The 27-nation bloc on Thursday outlined its key objectives for next week's UN climate summit in Copenhagen. It said combined emissions cuts by rich countries should be "in the order of 30 percent below 1990 levels by 2020." The EU pledges to cut its emissions by 20 percent by 2020 — or 30 percent if other nations follow suit. It said a new legally binding climate treaty should be completed by mid-2010 and take effect in 2013.
